The Hebrew newspaper "Haaretz" quoted an unnamed Israeli political official as saying that a comprehensive settlement in the Gaza Strip would not take place without the return of Israeli soldiers and the bodies of their soldiers detained by Hamas in Gaza. "An IDF tank targeted the post from which the shots were fired", the military said.
The military said it was prepared "to target any aggression against Israel and holds Hamas responsible for everything happening in and from the Gaza Strip".
But Hamas said its fighters were taking part in a live-fire exercise and that Israel would pay for their deaths.
Following a meeting with other resistance factions, al-Masri told reporters that the Palestinian resistance would "not allow Israel to breach the terms of the truce". At least 158 Palestinians have been killed in four months of weekly border protests and one Israeli soldier was shot dead by a Gaza sniper.
It added that no Israeli troops were injured in the exchange. It deemed Israel's shelling of them a "criminal act".
