China warns USA trade benefits hinge on stopping tariffs

The US is insisting China to reduce taxes on imports and stop practices that allegedly encourage transfer of intellectual property to Chinese companies, such as requirements that foreign firms share ownership with local partners to access the Chinese market.

However, none of the tariffs above came into effect.

As part of any new agreement, the sources said, the usa wants ZTE to hire a new person to police its compliance.

Hua also called for handling trade disputes through talks on an equal basis and in a constructive way, which is "in line with the fundamental and long-term interests of both the Chinese and American people, as well as the common aspirations of the worldwide community".

Pointing to a pause in the trade dispute, the administration had pointed to China's plans to "significantly increase" its purchases of US goods and services and make "meaningful increases" in USA exports of agriculture and energy products.

If the United States implements trade sanctions including tariffs then all outcomes of the China-US trade talks will be void, state news agency Xinhua said on Sunday following high-level trade discussions in Beijing.

"Of course, we have said that China's door to dialogue and consultations is open", Hua said. Nathan King is CGTN's White House correspondent. The U.S. allies have demanded a permanent and unconditional waiver from the levies, which are being imposed on the grounds of national security.

Following Beijing's announcement, U.S. Treasury Secretary Steven Mnuchin said the dispute was "on hold". "China urges the United States to act in accordance with the spirit of the joint statement". At the same time, US President Donald Trump is having a "good relationship" with his Chinese counterpart Xi Jinping and both are continuing to have conversations when it comes to North Korea.

Trump raised the ante, threatening tariffs on another $100 billion of Chinese goods, and China promised it would retaliate (presumably in kind).

Starting next month, the average tariff rate on 1,449 products imported from most favoured nations will be reduced to 6.9 percent from 15.7 percent, which is equivalent to a cut of about 60 percent, the finance ministry said in a statement on its website.

The tariff reduction is expected to benefit those makers without major manufacturing operations in the country.

Also on Tuesday, a White House official said the USA government plans to shorten the length of visas issued to some Chinese citizens as part of a strategy to prevent intellectual property theft by United States rivals.

The Commerce Department is also seeking unfettered site visits to verify USA components are being used as claimed by ZTE, and wants it to post calculations of the US components in its products on a website, the people said.

The additional tariffs will have an impact on agriculture, but the extent of the fallout will depend on how things play out in trade talks between the two countries this week in Beijing, he said.

"Many countries are anxious about the USA side's unilateralism and protectionism", Chinese Foreign Ministry spokeswoman Hua Chunying told journalists. Retaliatory tariffs would make US products noncompetitive, effecting trade and prices to farmers, he said.
