New York Governor Andrew Cuomo (D) proposed a statewide ban on single-use plastic bags in stores and restaurants. The bill exempts garment bags, trash bags and any bags used to wrap or contain certain foods. He added, "As the old proverb goes: 'We did not inherit the earth, we are merely borrowing it from our children, ' and with this action we are helping to leave a stronger, cleaner and greener NY for all".
"Banning fracking in NY state is a good first step", she said.
"The speaker supports banning unnecessary plastic waste, and we will review this proposal", said the spokesman, Michael Whyland.
The plastic bag ban, which Cuomo introduced in the NY legislature, isn't likely to go anywhere, and "will likely end up being more of a grand gesture than anything", according to NY magazine.
Susan Brockmann, one of hundreds of demonstrators who filled the State Capitol on Monday to rally for stronger environmental protections, said that NY should emulate California.

The bill would also make the state the sole jurisdiction for regulating the use of plastic bags.
It would go into effect on January 1, 2019. To further develop energy efficiency measures, the New York State Energy Research and Development Authority will commit an extra $36.5 million to train almost 20,000 new employees for energy efficiency jobs.
All combined, the new efforts could increase annual electricity savings to more than 3 percent by 2025, making NY a national leader in energy efficiency. One municipality has a plastic bag ban with a fee on single-use paper bags and bags that qualify as reusable, including 2.25 mil flexible plastic bags.
"I view it as lacking", Nixon said of Cuomo's record. "Today's announcement reinforces the Governor's standing as an innovative, forward-thinking environmental leader".
On Monday the Cuomo admin floated a bill that would ban many kinds of plastic shopping bags starting at the beginning of 2019.
