Allies pledge billions for Iraq's reconstruction

Kuwait's Foreign Minister, Sheikh Sabah Khaled Al-Hamad Al-Sabah, who is also Deputy Minister in the country's Prime Minister's Department, said the matter is given the most serious consideration and continues to be a priority for the global coalition.

International NGOs have so far pledged 330 million dollars in humanitarian assistance.

UAE Minister of State for Foreign Affairs Anwar Gargash later tweeted that there were also $5.5 billion from the UAE in private investments in Iraq "in addition" to his country's pledge but it was not clear if this was a new announcement. Iraq also still owes Kuwait reparations from Saddam's 1990 invasion that sparked the 1991 USA -led Gulf War.

Wednesday is the last day for the funding to come forward at the summit held in Bayan Palace in Kuwait City.

The EU will work with the State of Kuwait to strengthen support for Iraq in this critical time, stressing that the Union is keen to work with Kuwait in order to promote stability and prosperity in Iraq, Mogherini added.

Among the hardest-hit areas in Iraq is the city of Mosul, which Iraqi forces, aided by a US-led coalition, recaptured from the Islamic State group in July 2017. The United Nations estimates 40,000 homes need to be rebuilt in Mosul alone.

"The Islamic Republic, as a neighbor and friend of Iraq, has always played an active and effective role in fighting terrorist groups and would like to see this role continuing in the form of reconstruction of Iraq", ISNA quoted Alireza Enayati as saying on Tuesday.

The U.S. did not directly give at the conference, but it plans to offer over $3 billion in loans and other financing to help American firms invest in Iraq, while Britain said it would grant Iraq export credit of up to $1 billion per year for a decade. It is also counting on a Saudi-Iraqi rapprochement to weaken Iran's influence there.
